Hello Li Ji and the others who want to be the vatican's member. Firstly you must write to their official page order.ufn@scv.va or here is their page http://www.vaticanstate.va/EN/Services/Philatelic_and_Numismatic_Of... but you must know that waiting is 1years or more.(I had to wait 2 years)
