Portugal Euro Coins "Ten Years Euro Cash" €2 Commemorative Coin Just Out

Portugal today issued the 2 euro commemorative coin 10 years of euro cash. The mintage of this coin is only 520,000 coins but only 500,000 were out in rolls the rest (20,000) are in folders. As one could expect the demand for these rolls was enormous. The above image is showing people queuing outside the central bank to buy the rolls. The bank was allowing each person to buy a maximum of 2 rolls and each person had to wait at least 3 hours in the queuing line in order to enter the bank.

All but Malta and Italy had issued the common €2 commemorative coin 2012. Malta announced that will issue this coin in March. Still no news about Italy

Malta changed its distribution procedure

now everyone could book coins and each individual will be contacted later on about how many rolls can get and then can be picked up any time they wish

i really dont like such behavior from central banks

Why Portugal and Malta create such a problem to collectors?????

Did this coin out in all Portuguese Central Banks or only in Lisboa or Porto?
