The central bank of Malta via a telephone call reviled the issuance programme for 2011. The first issue will be in March where 2 collectors' coin will be released, one in  gold and the other one in silver. The long awaited €2 commemorative coin will be out at around September-October. They also have a plan to issue a BU set in the same period.

Maybe you're right, we'll see. The most important is to see regular emissions from Malta (so only Monaco would stay as a question mark every year).

dont worry from Malta will never be like the 3 microstates as malta is part of the eurozone thus have higher mintage volumes

hmm

dont you think  30 000 but sets are a little too much

back in DEC 2007 Malta issued 40 000 BU sets but that was the first and only set with Maltese euro coins

(The 430000 mintage of the €2 commemorative coin also seems to confirm the issuance of 30000 BU sets.)

Finally, good news!  I hope they'll keep the plan.
