Malta Euro Coins 2012 "Majority Representation 1887" €2 Commemorative Coin Just Out

The Central Bank of Malta today issued the 2 euro commemorative coin "Majority Representation 1887". The first coin in the series which was out last year commemorated the right to vote for the first time under the British rule, however, the Maltese representatives were still in minority. The Majority Representation event commemorates the milestone of when Maltese had majority in the national assembly. Next year's coin, will commemorate the self-government, the Maltese now not only had a majority but their own governor and self-rule. These major milestones lead to full independence in 1964 and eventually joining the European as an independent state in 2004.

I have noticed that the 2 euro commemorative coin in the BU set has a proof like quality - I did not see much different between the proof coin and the BU set coin - but there are quality difference from the 2 euro in the rolls. Anyone else noticed this?
