there are rules when it comes to issuance volumes

i think Malta adopted this rule "5.0 % of the total number of €2 coins put into circulation by the member state issuing the €2 commemorative coin"

since Malta has 10 million standard 2euro coins in circulation 5% of that is circa 500 000

yes it's true with Malta but I don't know why it'll be so less mintage, Netherlands any millions and one only 400.000

yes looks that 2eur CC are out of question

 

same about Ireland and Cyprus

 

good that Malta and the Netherlands joined the club of countries that issue €2 coins
