Andorra Euro Coins in Circulation from 1st July 2013

Andorra will start to issue its own euro coins as of 1st July, 2013. At least 80% of these coins will be put in circulation. Half of the volume issued by Andorra will be added to volume of coins issued by Spain and the other half to France. This is similar to the agreements with Monaco, San Marino and Vatican. Where San Marino and Vatican volumes are added to Italy and the Monaco ones to France.

It doesn't mean 80% of the coins will be put into circulation. It means: 80% of the coins intended for circulation must be sold at face value.

Good news, but...what on earth does it mean that 20% of coins won't be put in circulation. Will be these coins minted for sets or in rolls, but reserved for collectors?

I have à feeling that the 1st of July was chosen because on that date Croatia will become the 28th member of the EU and I have another feeling that tells me that 2013 was chosen instead of 2012 to give time to Iceland to become the 29th member state. So on that date a lot will happen with just one treaty ratification. Maybe Denmark will also become the 18th member of the EMU... I might be wrong though.
