I would ask how often are offcenter euro coins, because I found some of Latvian euro coin and they seems quite common

I haven't checked them specifically for this but I can't remember that any of them has caught my attention because of that.

Instead, Belgium coins have this property through the years that the front and back parts are tilted by some angle.
